Roosevelt Island is perfect. You should be able to find a nice 2 bedroom for 5k. Very safe and good for older people. Very short commute if you’re working around midtown.
Ps also there is a senior center here with exercises classes, social stuff and other supports that could be helpful.
I would check out some doorman co-op type buildings in midtown east if you can as I’ve found the rents to be somewhat reasonable & you are often renting directly from the unit owner but reaping the benefits of a well maintained, doorman building.

Think about jersey city Paulus hook/waterfront. Easy commute to 33/34th st, west village and WTC, and you could get a huge 2 bed 2 bath for 4.5k (4k w/ city tax knocked off and conservative income estimate) Super safe for mom. Things a little cheaper to control your costs in case she needs any nursing support. These things can absolutely spiral. Craigslist works but you just have to be discerning. Also I’d highly recommend checking out parts of Brooklyn.

Besides residence, where are her family/friends located? Which neighborhoods have the best senior community centers she can drop into?
Total respect for your rising up to meet your mom’s needs. Have you considered StuyTown on the east side - between 14-23rd Sts.? Very neighborhood-like with landscaping on the multi-acre property.
