I have a few ideas...
1. Building the routine of discussion is helpful. We use Morning Meeting as a chance to share with the class.
2.We practice throughout the day with fun questions that’s in a turn and talk. It makes it easier to set the expectation for sharing as you can teach routines with it (full body turn to your partner, look at who is speaking, take turns, silently turn back to me when done). Sometimes, I will call on kids to tell me what their partner said in a turn and talk. I tell them that I’m going to do that before I ask the question so they know to listen.
3. For content I use whole brain teaching and have the kids mirror what I say then turn and tell their neighbor what we just did when we were mirrors. There’s tons online!

From your comments it seems they like to talk to each other more than the whole group. Foster this. Pair or small group them, give them talking sentence starters and have them talk among themselves as you walk the room just listening. Then as a whole group ask if any group would like to share what the group said. This allows the kids who are shy about sharing ideas to "share" someone else's ideas.
Hey that is a tough one. You may already be trying a lot of these but some ideas: build in a lot of partner turn and talks (keep them short) - it will allow them to talk on topic and then warms them up to share an answer whole class. I also like “warm calling” where you prep the student beforehand, and maybe you can move to popsicle sticks for true random calling. Good luck!

Listen to what they are discussing and find a way to embed it into your instructional roadmap (during formative assessment). One of the things I’ve done is use catching the Chatty Kathy’s gossiping during instructional time to teach character traits, story elements and point of view ! Worked like a charm🤣.
