Just did that. I did 4 in Madrid for El Clasico and a day trip then 3 in Barcelona. In retrospect, I would have done 4 in Madrid (no day trip, just allow for slower, less packed days) and 5 or 6 in Barcelona.
7 days is tough. Need a couple more days to fit in Madrid, Barcelona and Sevilla. I would do 2 in Sevilla, 4 in Madrid and a day trip to Toledo or Segovia. Or do Madrid/Barcelona split 3/4 or 4/3.

Yes it is!
If you go to Madrid, definitely make time for a day trip to Toledo (it’s maybe an hour away by train). When are you going? If in summer, Barcelona, San Sebastián (day trip to Bilbao) could be great. If you won’t have good beach weather, either Barcelona/Madrid or Madrid/Granada/Seville. However the latter might be a lot of travel for 7 days.

I would eat my way through by starting in San Sebastián (just fly there direct from Madrid or Barcelona), two nights of pixtos bar hopping, then rent a car and drive west along the coast, stop in Zumaia, explore the flysch, one night in Bilbao, visit the Geuggenheim, then stay in a b&b in Parque Nacional de Los Picos Europa and hike a couple days, then end in Gijon or Aviles, and fly out of Oviedo. Great food, great coast and mountain treks and views, and great people.
Skip the big cities until shoulder season.
