Apply for another job that pays you more. Get a job offer in writing. Use the offer (spoken about not shown) as leverage.
That isn’t totally true if you’re a top performer. Agencies are currently desperate to hold onto their best talent.
Depends the size of your company for final ~approvals~ but your boss should be doing the work for this. They’re meant to advocate for you. I was told to never go around my boss for a raise.
At this point, because you’re not really negotiating an offer but asking for a raise on top of your most recent, I’d go through your boss again. And hound them. Ask them the process, and if it’s not defined, ask them to find out or get in writing that they’re directing you to HR. If they don’t fight for you to get it, they’re either not being honest with you about how much they think you deserve or they’re a lazy manager. If higher ups are pushing back, your boss can still tell you that they did what they could and tell you where the speed bump is.
Thank you very much for this, it makes sense. I guess I'm a little confused by my situation because when I first brought it up to my boss, she agreed that I deserved a bigger raise. And that she didn't know how much I was making until the director above her (who I don't work with that much) formally announced my raise/promotion to me with my boss also on the call. And then one thing led to another and I still haven't discussed this with HR like she recommended, BUT she did remind me on her own accord again to do so (during a call that had nothing to do with a raise, so that makes me think she supports it).
Your manager would be the one who approves it. Talking with HR would determine how much finance can give you.
