I agree there is nothing here to "report" unfortunately. I've had multiple male managers/directors who behave this way. In those cases I had to work harder to stand out and get/maintain their attention. At times it was uncomfortable because I had to be more vocal and assertive than I usually am (I'm relatively introverted) but that was the best way to get through to them. It also depends on who is around you in the same group- if the others are more senior, closer to or above the Director's level, it may be natural that they get more of his attention.
May I ask...why report him? Likely won't change behaviour much, I am completely guessing. Could there be a way to engage with him subtly (or directly?)

Ya I feel this. Happens frequently to me too but you just need to assert yourself or find another boss that respects you more.
