I usually will ask in a meeting “oh did I get something on my shirt”.
Subtle, but I usually “interrupt” the view by moving/crossing an arm in front of the rack, then when he looks up be making strong eye, serious contact. If getting caught doesn’t set him straight 1. Yuk! and 2. It might be time to issue a complaint?
Go to HR. This is unacceptable
Definitely address the behavior! I had to do it with a client once - extremely unpleasant at the time - but it was better than continuing to ignore!!
If it’s in a conversation, just stop talking and wait till he notices and the. looks you in the eye. Then resume what you were saying. This used to happen to me and that was what worked best for me and it made the point without having to say a word.
Call him out AND take it to HR.
When this happened to me, I started paying attention to how I actually looked. Found out I had a “headlights” issue in cold conference rooms. It made sense that people stared with amusement.
