Being that you said “if you ask me titles are arbitrary if you’re not creative” I’m gonna say you shouldn’t be a PM and should go for the account role lol
Wait, so you’re a PM that wants an Account Manager role? At every agency I’ve been at these are at the same level.
Either way, don’t trust recruiters on what can happen in the future, you can only trust the offer you’re signing.
If you ask me titles are arbitrary on the non design side of things.. it’s like a seniority thing and I hate the game. I’m capable of both but in the end I don’t want to set this up like a vertical move

As others have said, validate what you hear from a recruiter. Many don't have full info. Not all of them work on commission. There are many fine ones who do and who do not.
To your main question - pick a lane and drive on it. It would be a mistake to take a role outside of where you want to develop your career - especially based on questionable info about vertical mobility.
The main goal of a recruiter is to earn their commission by getting a qualified candidate into the role. If you're concerned that you could possibly end up in a stagnant spot, I'd suggest emphasizing your additional skills. Should you get the role, you can utilize the negotiation phase of that hiring process to communicate your goals (i.e. I'd like to move in xyz area by this time and here is a proposed schedule of reviews and upward mobility) or something to that effect.
