When an organization is not adequately staffed, be sure increase the number of meetings to address how to allocate people. Forcing negotiations at multiple org levels around the same decisions will ensure everyone is totally aligned.

This accomplishes three things:
1) Everyone is mad at each other since they’re competing for people
2) They’re confused and not able to pay attention to the root issue of chronic under staffing
3) They’re distracted from blaming mgmt for the root cause.

I honestly struggle with the politics of Afghanistan. It does appear that after 20 years we leave and within months it goes back to very similar or on its way.
