Did 13 COVID-positive people fly to Ireland and infect people once they got there, or did 13 people catch COVID on the flight? I read the article 3 times but couldn’t tell which they meant.

Well it would be nearly impossible to say which of the 13 were infection free prior to the flight. My guess is that they contact traced and found 13 people all linked to the same flight and decided to study that.
But yes the implication would be at least one of the 13 were infected prior to the flight. They didn't say what the origin was, so can't really say one way or any another.
At the end of the day, this is only one piece of evidence. We won't know definitively what's safe or unsafe until the pandemic is over.

Well - they’re contact tracing every single person they know of... I’m assuming that if others had been linked to flights, someone would have published it
If you look at the seating configuration I am convinced that there were a few families on the flight. For example, in a mostly empty plane who would choose to sit 3 in a row and 1 person in front
