Absolutely apply and show off your recruiting/sourcing skills by appropriately reaching out on LinkedIn or via email. A little secret about recruiting....no one plans to go into recruiting. 99% of recruiters fall into it and this is you beginning to fall.

inspired/interested me to pivot my career to TA. I noticed they have a role open which requires 1 year of experience in recruiting. Although I don't have experience in recruiting, I have 2 years in advertising. Is this enough to apply? Would it look bad on me to reach out to her and tell her I'm interested in that role?
In my experience 1 year means zero
