Johnson & Johnson Advising Bowl, I (Mech. Eng. Junior) have been told not to bother applying to summer internships if the *posting* date is more than three weeks old. Can any hiring professionals or advisors speak to the veracity of this?

Was hoping to get a hand or advice. I had submitted an application the Travelers for a marketing position in early November, resume shows received but nothing else. Is there someone that works there that could direct me to a HR email or contact person? Have had nothing but a positive experience working with Travelers in my last two roles as an agent and then an underwriter would love to have to the opportunity to work directly with Travelers.
