Also how technical a background does someone need for a Technical Program Manager role?

It's the beginning. Establish some expectations and set goals early with your boss. Work your ass off for 6-9 months and prove you're worth more. One of 2 things will happen: they'll notice and you'll be rewarded OR you'll realize you don't like it there and you'll be ready to leave, but this time with a better portfolio/resume.
Thank you for the advice!! I will work on that!!
This happened to me but I found out after a few months in. Try to negotiate if you can because those incremental annual raises don’t do anything
A friend of mine did this: Tell the new job your current job countered so you can stay with them and you want to know if they will go higher. If they push back tell them what their offering isn’t at market value for your skills and experience.
Get some freelance going on the side. The market is especially hot for UI design freelance
Where can one start finding freelance work?
How deep are you? If you haven't already given notice to your previous employer, you have the option of being honest and reaching out to the new company's HR with an apology and an explanation that you rescind your acceptance because, upon further research, the salary is too low.
I feel that I’m a bit too late for that unfortunately :(

I have heard of a method for this where you wait about 3 months and then come to them and have a conversation about how you are doing more than was on the job description so you would like to adjust your salary now that you better understand the work expectations.
I’ve never done this, so do some research as to how to approach it, but I think it’s worth a shot if you are only looking for ~10% more. If you want more than that then I think you’ll have an up hill battle. Good luck!
Yes I’ll definitely take a look into that!! Thank you!!
