After you pass the interview with the hiring manager and the rest of the interviews are with other team members, are you 90% in unless you mess it up?

Hi, I'm already holding an offer of 8.5 fixed from Org1. And, after being interviewed by Cognizant, the HR said she can only offer me 7 fixed 20K variable. Seriously? All she's saying is that it's based on my current CTC (3.79 fixed+20K variable = 3.99).
Exp: 2 YOE.
Technology: Informatica IDQ, SQL, UNIX

Please help me here. My expected was 11 LPA based on the offer I'm holding. It's really depressing that the offer I'm being given by CTS is even lower than what I'm having.

Whats the interview process for customer engineering? How many interviewers, how long? Should mostly expect architecture questions or include coding?

I have 10.5 years HR exp, in both TA and HR Generalist/HRBP roles. I have worked for both large and SMBs and I am trying to figure out my next career steps. I could work my way up at my current company, but realistically could only get to Sr. Mgr. The other option would be to seek out an HR leadership role at an SMB. This option has potential for great impact, but also potential to get sucked back into things that a large company utilizes shared services for (compliance, LOA, etc). Any advice?
