Better depends on what you are looking for. Here are my high level notes after working at both.
Agency - opportunity to move accounts and gain diverse experience in a short time, less partnership with clients more transactional, great networking opportunities across the agency, side projects to break up the day to day (pitches, etc), less control on deadlines, pay based on agency pricing not client performance/growth.
Brand - less opportunity to move around, focused on one company/brand in depth to really learn the business, clients are your internal stakeholders which doesn’t mean things aren’t urgent but more room to educate and land on realistic timelines/goals, seen as partnership vs transactional, pay could include bonuses/equity based on company performance
I went agency to brand, found an internal digital media role in online gaming but I’m in tech now. Happy to connect directly if you want to chat

As an AC who recently transitioned from brand to agency-side I wanted to add my two cents!
Brand- Side
- consistent work, usually cyclical
- ability to make a larger impact on a single client
- typically pays better (as mentioned above bonus/equity pay)
Agency-Side
- variety of work across different industries and clients
- quick gain of new project experiences (ex: tv, radio, brand development, campaign concepting, etc)
- more opportunity for growth, in my opinion
The reason I switched was because I wanted more diversity in my day-to-day and more experience with different brands. I think Agency brings that excitement I was looking for in a workplace.
