Can you reach out to HR and see what they have to say? This seems like something that’d be easier to talk through on the front end
I would wait until 2 weeks before my start date to submit my 2 weeks. You don't get extra credit for submitting it before.
My current job was "contingent on a drug screen and background check". I wasnt worries about either so I put in my notice 2 weeks before start date. I'm a distance runner so I drink a ton of water (like a gallon a day in the summer) so when I took my drug test my urine was too diluted so it came back as "inconclusive". I was warned if I got another inconclusive it would be marked as a fail, so I almost dehydrated myself for the second test. I was fine and got the job but I was so nervous until I got the all clear email because at the time I was single with a mortgage.
Point being shit happens and take your time giving notice

I asked them, they asked me to wait, however, I won’t have enough 2-week this Wednesday since holiday kicks in 12/24, and one of my very old employment is overseas and has consignment contract so it may be hard for them to confirm. If I can’t give 2 weeks this year, should I delay my start date (now 1/4), so that I gave 2 weeks next year? Or since the contract is not contingent, I should just quit and see?
Background check is standard procedure. Given the current scenario, it might take the 3rd party a week or two to validate. Talk to management and confirm their process
I think the background check is to make sure you’re not a psycho. If they can’t verify the employment I highly doubt they’d rescind the offer
Always wait for background check to clear before giving notice. Make sure you are clear with the new employer on timeliness-i.e., let them know when you e pect to give notice and build that into your start date.

Big 4 don’t even do employment confirms on their background checks (source: I actually requested mine since they said I could.)
There’s a 99% chance it will be a felony screen only. The amount of large companies that are too cheap to call past employers as a part of the background check is very high. Note this is different than checking references.
I'm curious: Do we have to do background check everytime we change firm?
