Optum HR has asked for required documents to issue offer letter after two long technical interviews saying feedback is positive but I need to work on my notice period and join by end of March (Already serving Notice Period). Salary negotiation was not done. It's been more than a week now, but they did not extend the offer yet. Did anyone else face this? What do you suggest in this situation?

From your end . Try to revisit your CV and see if it's good. Probably you can take professional CV writing help.
Also discuss with someone you know and trust to understand what your short comings are . Attend interviews taken by someone in same tech and find out where you going wrong snd Try to improve.
Best way for job search is referrals so Try applying for jobs and do proper research.
Also I would say try and work on communication skills including English. Never give hope.. sometimes it takes time..

What’s your notice period?
60 days is a lot..you can easily get a job..start preparing and giving interviews..do together..don’t wait for you to be ready to start giving interviews..and change your notice period to 1 month in naukri.com then see how many calls you get..and then also if u don’t get calls..change to immediate joiner..and say you are in notice period..you will easy get a job..
