I would say it depends. How else are you going to get a dog used to being around others? If the dog is biting or being to rough with others the owner needs to handle that.
I think it also depends on the circumstances. My dog is usually fine at the dog park but there is a German shepherd that he annoys to no end. Just like people, dogs have different attitudes towards others. But yeah, if it’s constant that person needs to go when the park is less crowded so the dog can learn how to be a dog. I wouldn’t recommend leashing a dog in an unleashed dog park.
I agree! Only thing I’d change is some dogs get more scared and aggressive on a leash. So if your dog is displaying those signs remove them from the park all together VS walk them on a leash and force interaction. I do think some dogs are shy at first and take a while to warm up which I think is okay VS aggressive.
My dog is socialized is the thing and has been trained. She’s not really aggressive towards animals on the leash it’s humans she hates 😂. She is super protective of me. If I give the stranger the leash and let them walk with her she’s fine, almost goes submissive. It’s wild.

Dogs start socializing from the time that they are born with their pack mates. Their behaviors are corrected by their parents, and they learn acceptable play and bonding from their litter mates.
When puppies are separated from their parents and litter, it’s the owner’s job to slowly introduce the pup to other humans, noises, environments and dogs in a controlled setting (ie in homes, private backyards, 1-1 play dates). And gradually moving to less controlled areas such as dog parks once the dog has been trained and comfortable around other dogs
You dont take a puppy or untrained dog and just let it run free in a dog park
