Are there ONLY 60 days to find a new H1b employer if one gets laid off while on H1b with green card in process? Isn’t difficult to find a new H1b sponsor these days? What will be your strategy if you get impacted in the near future?

I was in usa for about 4 years from 2014-2018 so still 2 years reaming my h1b. My last stamping expired in Jan 2018 is it possible to renew my h1b? I have b1 visa as well can I travel and then initiate transfer and start working on receipt will that be ok?
