If it was an employee, I'd say fire them if it's habitual. Since they're presumably an integral part of the company you need to adapt.
Project management software is a great way to let their inabilities speak for themselves. Then you just have to show them the logic and metrics. If they won't adhere to any process of measurement, you need a new co-founder or a new startup.
Alternatively your co-founder may have too much to do and either needs support or reprioritization of expectations to be successful.
Make sure you understand which is which prior to executing your plan.
Best of luck, co-founder drama is the worst.
Fire them.
