Do they fire Java guys if they are not able to crack client interview?

Is it appropriate to email a hiring manager for an update? I emailed HR on Monday. I had an interview two weeks ago (the third interview) for a position I really want. I haven’t heard anything and I keep checking the status and I’m not rejected yet. I thought about emailing the director who I initially interviewed with today since I haven’t heard from HR.

What would you do if you were in between a mediocre official job offer with potential growth or waiting to hear back from a better opportunity (better pay by 10-20k more; better chance to get CPA license whereas the other doesnt)? Advice please: I currently make $80k at a small firm in SoCal.
