Any insights on TPM Cloud Capacity Planning role? What level would it be and how much $$ should I expect?

I was interviewed in Feb this year and was confirmed verbally by Oracle. Also sent docs for BGV. Later was told that the position went into freeze due to budget constraints, and will be lifted in 3rd week of May. Now HR is asking to wait until 2nd week of June. Meanwhile I joined another company but would like to consider Oracle if they come back with positive news. What are the chances of releasing the offer?
