I don’t think you can unfortunately. When I was a visa holder, the only clerkships I could apply to was for the state or district court. I wanted to apply for a Federal Agency as well but that requires citizenship - as do most federal govt jobs.
I did not do it myself but looked into it. Generally, the federal government (including the federal judiciary) has a citizenship requirement for positions within the continental United States. So clerkships in Hawaii, Alaska, and Puerto Rico are open to non-citizens.
Separately, there’s a process by which the federal government can hire green card holders that are seeking naturalization under 8 USC 1324b(a)(3)(b). I wasn’t able to find more information about how that works in practice, including whether it applies to clerkships.
I ended up doing a state court clerkship, and it was awesome.

If your law school has an llm program for international student, I would ask whoever's over that. I assume they have a strong working knowledge

I'm a 5th year. I still reach out to law school staff. They are happy to help. And most would love to add a federal clerkship, so they will still help, if they can

Check OSCAR. The citizenship requirements for employment in the judiciary (ie, clerks and staff attorneys) are spelled out there.

Clerkships are incredibly competitive period. I know of one green card holder who was offered a federal clerkship but he declined and decide to go into private practice right away after law school.
