No - I do health policy. But in my experience, if you are expert on a topic that is of interest to policy makers, you can prove your worth in a government affairs / lobbying environment.

Not sure what kind of lobbying you’re thinking of - Federal v State, Congressional v agencies - but to some degree, lobbying is educating people who don’t know a great deal about a topic but are considering writing laws or regulations on it as to the impact of what they’re thinking. Of course you’re doing it for a certain purpose and towards a goal paid for by a special interest (profit or non-profit), but in the end, it’s about being an expert. (That is obviously setting aside the PAC / fundraising dynamic, but we don’t have a PAC.)

Generally, regulators are the ones who know more about technical factors if you are trying to lobby on technology or standards, but there is also lobbying on privacy, security, anti-trust, and the market that a technology company serves. For example, Google actually does lobbying on health-related technology issues, education-related tech issues, Govt-related tech issues, etc. That’s in addition to lots of other topics, like whether they are too big, violate consumer privacy, etc. So that means you need to evaluate where you could be a credible expert and add value, as well as whether you are compelling in convincing people of things.
