Any thoughts on working as a contractor for NASA?

i'm experiencing some conflict with a coworker that joined about a month ago. she is barely putting effort into her work and cant do simple things by herself and i dont know she got this position. i've nver had conflict with anyone in workplaces previously and it's stressing me out. i'm expecting a promotion next month but should I tell HR about this or push it through until i get the promotion?
