How long should you stay at one company before you bounce to another? I feel like I've plateaued in terms of salary.

Trying to determine if transitioning from my current role as a Manger, Strategy for a ~100 person Fintech working directly with the C-Suite to a Senior Product Manager at Amazon would be a lateral, upward, or downward move. On one hand my comp would go up and I’d be in a bigger org with defined growth, on the other, I would lose the exposure to executives and influence over our corporate strategy. Week 2 at new company that goes off Chinese custom. Most employees are Chinese citizens on visa. I noticed something odd about some of their employment agreements, they are paid 85% salary during probation of 6 months. If performance is good, they get the full 100% after month 6. I personally have never seen this, nor do I think this is legal in the US let alone WA/CA. Trying to get them up to compliance but this one has me stumped. My gut says this is illegal. All employees are engineers.

I have given my interview in HCL and cleared 1 TP, 1 hcl manager & Client TP and Client Manager rounds .
In initial screening HR told the generic statement of 30-40% and I have given my ask as 50% minimum. After clearing the rounds I heard from the project team that Client has given great feedback and wanted to take me in .
What is the % I can ask in HR Discussion and will they reject in HR if I ask more now .
I have 9.5 years total experience and role is Storage Architect.

I had a HR Discussion after clearing 2 HCL rounds and 2 client interviews . HR is not considering moving above 40% hike no matter whatever I say to justify, the Discussion was like talking to a wall . Any suggestions to get another 10-15% more (first offer)? Will HR reject me stating this reason in HCL ?? FYI- Client and the project team wants to take him in as per their feedback to me and I feel i am the right person for the role too .. 9 years exp -Infra storage domain .
