Well why not try consular processing? I know during the earlier regime things were tough and the chances of denial was high..we were advised to go for consular processing,if that’s an option I suggest you go for it..
Consulates keep canceling appointments…
They want me to just wait and keep trying with consulates abroad…but time is running out and I’m tempted to try the uscis premium processing

I got reclassed from L1b to L1a through USCIS this year. No RFE. It took them 3 months.
