I've always been a fan of the one payer system, but his "plan" seems half baked and wildly unrealistic on the funding side
Expanding Medicare for certain age groups makes perfect sense from both the cost to individual and cost control by Medicare vantage point. It is easy to implement, it also would allow the ACA to work better for the younger age brackets.
Universal coverage is a nice idea, but saying that it somehow only costs 1.4 trillion seems a little fishy to me
The cost of healthcare in US is primarily due to inefficient health systems and the primary cost driver is the fee for service. Medicare has been pushing for fee for outcome approach. So far it has worked to lower the pace of cost increases. Of course, when Medicare pushes for an approach, insurance companies follow. The ACO model is a new form of managed care (in partnership w/ Medicare), so far it has shown positive results, it remains to be seen how well it will work to reform the health systems and lower costs. $1.4 T is not unreasonable bc a portion of costs is paid for by ppl who buy Medicare like paying premium to ins. co.'s.
