Not so much negotiating, but I work at a PR firm where apparently about 5-7 years ago a majority of the female VPs/MDs came together and essentially demanded a better parental leave policy. It worked, and it’s why we have it today.
By negotiating it you telegraph that you are likely to become a parent soon. You could then easily be stealth discriminated against.
I've never heard of anyone negotiating it. I wouldn't, personally. I'd rather go for vacation or more $$.
I guess my POV is that there is inherent risk in using your personal negotiation to push for what is a company beneift change.
If it were me I would negotiate my own stuff, then once I'm in and secure in the role i'd push for company wide benefits around mat and pat leave. Tons of data to support that it's good for the company as a whole, but it'll be easier to get people to pay attention as an employee rather than a candidate.
Just a note also that I’m not thinking about negotiating mat leave just to squeeze them. It’s because I actually care about it and think it’s important. I would hope it would signal I’m serious about being with them for a while and don’t want to HAVE to leave for better parental benefits down the line...
My personal view is that if it's not something you need short / medium term, then it is something you would be better negotiating once you join.

This is very weird advice and belies a lack of experience. Would you try to negotiate better healthcare plans? A different office location? Would you try to get the company to adopt a dog friendly policy? Good luck if so, becuase none of that shit is going to change for a single candidate.
When you negotiate, you are negotiating your personal terms. Focus on getting the best deal you can for you, then once you are in you can get to work on trying to influence company policy.
