I wouldn’t tell them that it’s your dream to work there. It’s just another firm. If they don’t want you, f them. I would pick a specialized practice area (i.e., data privacy) and email an associate. Say you’re interested. Make them want you. They’ll want you to get hired for referral bonuses.

I’d personally be willing to (and have) help most anybody who reaches out, as long as they gave me something to work with when I take their resume to the partners and I thought they had a legitimate shot of being hired.
Very minor point, but I’d also agree with A1’s advice to drop the “dream” narrative. It does not seem professional or even genuine (it may be so). At best, it just reeks of naïveté.

Apply! worst case, it is a no for now with an eye towards you getting the on point experience you think you’re lacking- but the lateral market hasn’t been like this in a long time and seems to be slowing down a bit- you only lose out by second guessing yourself and not applying at all. I’d suggest both applying and also reaching out to associates in your area of interest and/or from your law school (the latter seem most receptive imo)
