I’d tell the PPED on the other project. If they want you, then they can sort it out with the team that’s claimed you, experience management, and your practice leader if necessary. Make them duke it out
Man, I always thought all consulting firms were the same BS, but reading this thread makes me think I wouldn't have lasted anywhere else. I'd be seriously pissed if someone forced me to work in a project that didn't fit my skills or that I wasn't interested in.

No. I seek the opportunities or am approached concerning them. I get to learn about them upfront and interview for the positions where I can ask more questions. I do know some groups have the body shop mentality. Thankfully, mine doesn’t. I know everyone has to interview that will be onsite.
I interviewed for every project. There’s one project where I clearly told the person that “I’m also talking to other project and will let you know”. Then I received a staffing confirmation and an email welcoming me to the team. If you were me, how would you go about this?
That’s pretty much every role, little notice and maybe a deck to read on the plane on the way there
I would be surprised if not a single person at Accenture ever had to work on something that didn’t fit their interests and “skills.” Most people grossly overestimate the role that their skills play in an engagement anyway, especially ones that don’t require deep technical expertise. Someone out of undergrad definitely has enough raw material that they can be deployed on a wide variety of work
I am sure plenty of ACN have been in a role that doesn't fit their interests or skills. But it is not the standard approach of firm.
And when I say doesn't fit my skill I am talking about being forced to do something like a human resources project when I have supply chain experience, they are completely different skillsets. On the other hand, If I decide to jump on human capital project it would have to be 100% my choice.
In addition it has happened that I have walked into projects were the expected skillset was mischaracterized but for the most part it has been for roles I am interested or are in theory aligned with my skillsets. So again it was my choice.
And you are right, when you are new you are basically a generalist, at that point skill fit is not as important as interest. In that case while exceptions do happen, It is more than likely that most people will get interviewed to see if makes sense for you to take that role.
I have done this for 4 years and not once have I been forced into a role I did not want. Much less been staffed without my consent.
