1. Create a master dependency list
2. Have a meeting every 2-3 with all the team involved to make sure that very thing is on track .
3. Don’t go dormant on any request made by the other team.
4. Have a clear deadline from each stakeholder on that master dependency list.
5. Have sprintly demos with the other stakeholders( optional)
6. Relax you can only control so much

YES: DON'T GO DORMANT ON ANY REQUEST. And you can really set the tone in your own email/group communications by coordinating well with others, sharing info, and treating everyone as important. And one final thing: don't foster any sort of competition.
There are no magic solutions that work for all teams. I would try splitting up the process into function specific deliverables, and involving all relevant teams and SME's into discussion in real-time, not some email thread.
For example, the design team would ultimately own the mock-ups, and those would be an integrated part of the product definition.
A reverse example, there will be no mention of methods, technologies, data structures or other implementation decisions in the product definition as these elements are owned by engineering.
Yes, very clearly split up responsibilities for ownership and then make sure you really shepherd people according to those areas for a bit. But for collaboration - have cross-departmental meetings around projects that are very intentional and suggest specific people from the teams that can work together on something that requires both areas of expertise.
