Anyone have a salary range for BAH Communications Specialist - Mid with a CI poly and 4 YOE?

Recently passed all pre-employment requirements and accepted a job offer from a federal agency. Their HR confirmed salary and start date over email but said I would not receive any final offer paperwork until 1 week before the onboard date. Feels weird to relocate and give notice to my employer without having a signed offer. Is this part for the course or just bad HR?

I have an offer in London with a company sponsor visa, salary after tax is £60k, should I accept this offer?

I was just offered a position with the state that offers a pay scale between 80k-88k. They offered me 80k verbally but I would feel more comfortable with 85k. I told them i would consider the salary offer. What is the best way to negotiate an increase? Via phone? Email? Any tips on what to say?

AFS 🐟, I had a recruiter contact me about an associate manager position and the position description calls for a minimum of 10 YOE--does that mean manager normally calls for more than that?
