I had a similar issue and found it was due to hormonal imbalances. Perhaps ask your dr for some bloodwork to rule any of that out?
Agree with D1. Although it’s not intuitive, using a good moisturizer regularly will “train” your skin that it doesn’t need to secrete as much to stay hydrated. It’ll take awhile to see results, unfortunately. Likely at least a month or two. I used to have incredibly oily skin, started using moisturizer regularly (morning and night) and my skin now stays very well balanced during the day. One negative to this is that the skin on my face feels like it’s shrinking if I ever don’t put on moisturizer within about 5 minutes of washing my face... 🤷♀️
Try using salicylic acid after you cleanse your face every morning and evening. I’ll start with The ordinary brand as it’s cheap and pretty effective. Also your skin produces more oil when it’s dry so you can also start with using good hydrating moisturizer
I have this too and the underlying issue is likely hormonal. Hate to say it, but cutting out sugar, caffeine, carbs (anything inflammatory really) helped significantly. Externally, using a good retinoid and facial oil helps.
Drink more water
(Medical) facials at the dermatologist were a game changer for me. Different/way better than spa facials from a skin benefit standpoint. And then they can recommend products suitable for your face skin type as well.
Whatever you do don’t take accutane or some drug, it’ll dry out your skin until you look like an old person. Try aloe and jojoba oil. It regulates sebum production.
Find a toner that works for you!! That’s fixed my problem significantly. Some toners are a little more on the expensive side (mine is ~$40) but it’s definitely worth it, and lasts for EVER. Ole Henriksen’s oil control toner is a great place to start. Adding a great night cream after the toner will let your skin repair overnight. Also drink tons of water to keep your skin hydrated so that it doesn’t produce as much oil
Adopt a vegan diet. It can’t hurt.

Recommend two things -
1. Moisturizer, as mentioned above. I use Cetaphil as it does not aggravate the oiliness of my skin. I’d recommend that - start with a small tube and if it works for you, it’ll become your usual
2. Wash your face with soap 2 to 3 times a day. I used to use a specific face wash that was meant for this exact purpose. You may want to check with your doctor for what might work well for you and is a US product. FYI mine was called Fash
You could also try aloe Vera liquids or gels. Be careful about the product as there are counterfeits in the market. If you can get aloe Vera plant, nothing like it :)
I still have oily skin and need blotting sheets, but I found that good, water-based moisturizers (eg Tula gel) AM and PM, plus BHA toner and retinol in the PM, and a primer before makeup in the AM has helped
Also brush some bamboo translucent powder on your nose
