From what we’ve been taught (business school in Paris), wlb is substantially better in Paris, pay is substantially lower in Paris than London. I’m from Norway, and my impression is that the culture is similar between Paris and Nordics. The downside is that you need to know French. Even if the work is in English, and everyone is speaking English, the social part and coffee chats happens In French.
The last part of your question regarding building up in Paris, this has definitely been the case for GS, I’m not sure about other banks.

Yes, you need to know French. Not necessarily so much for the work but it’s almost always a hiring criteria.
