You should read The History of the Peloponnesian War by Thucydides. Then, critically think about the present global affairs and how it relates to the current cyber climate. Replace allied city states of the historically referenced allies, with the black hats that are funded and controlled by nation states.
I think Sandworm covers these topic to some degree. I haven't read it yet but I've heard it's good.
Darknet Diaries (Podcast) has episodes about international relations and Cybersecurity (Stuxnet, that Saudi Aramco thing etc.)
On LinkedIn I follow our own Threat Intel guys and also some people from FireEye, where I get an international perspective on cyber incidents fairly regularly. I've found out about stuff like Israels kinetic response to a Palestinian cyber attacks through those.
