Low 700 is not bad. The issuer at your employer may have very high standards. I have been on approval side of desk in one of my previous employer and approved cards even with 510 but with reduced limits. The approval process is also influenced by perceived and actual market conditions as well. I would not worry too much about it.

It is underwritten by D so your own personal credit score does not come into picture, unless it is too bad or there is recent bankruptcy.

Corp cards don't look at personal credit score and neither is it reported to personal credit reports
