Anyone made the switch from HCM functional consultant to FIN functional consultant?

Atleast I haven't seen anyone at Sr consultant and above I do have few people switch at consultant level though But the seamless moment I have seen is in integration and data side

How much of a setback would you say the switch is for a second year consultant?

Yes, a few! I’m at kpmg as well :) You will need to build ties again. You will not be able to lead a work stream until another year or so has passed. So yes, it might delay your promotion.

I’d recommend only doing so if you have some background in accounting
