Mom of two teens...I'll let you know as soon as I figure that out. Their summer camps are only doing online programming and it is BEYOND lame! I make them go outside for at least one hour a day and ride scooters in the park.

You could put parental locks on their phones which prevents them using certain features after so much time has lapsed. They’ll likely figure out a way around it though. I would give them things to do- chores/housework/yard work/etc. Either they can do something other than being on their phones or they can work around the house. Do they have hobbies and the ability/access to do those hobbies Paint for art, basketball hoop for basketball, books, etc.)? I also don’t have teenagers so take it for what it’s worth. It hasn’t been terribly long since I was a teenage myself and I wasn’t given much choice. We didn’t have cable and we didn’t have unlimited data on our phones. Parents turned the WiFi off during the day in the summer.

I second the chores. I made a chore chart with everyday chores and rotating more involved chores like power washing our deck.
