I lived in a Union Apartments complex in Ktown at 3480 San Marino St. Loved the apartment and the price. The company catered to students coming from China looking for housing nearby USC and City College. Live in repair guy was super nice too. The management company was very bad about returning security deposits though, so beware of that.
Probably downtown might not be a good option if you wanna go for a walk with your dog.

Why do you need an apartment complex? You can probably find a better deal finding an apartment or small bungalow in echo park or highland park. You’ll probably have better luck given you have a dog than in a complex.
check out mid-city. It’s about 15 mins drive from DTLA, has some great dog friendly apartment complexes, and is also close to a lot of the restaurants, museums, bars, and shopping
places like wilshire la brea, boulevard on wilshire, avalon wilshire, Preston, Tiffany Court. 5600 Wilshire
Park La Brea, bordering Palazzo. Apartments are old, and don't have all the bells/whistles of newer construction, but they're quite reasonably priced for the location. Lots of dogs of all sizes in the community, and 5-6 mini dog parks inside as well. Tar Pits and pan Pacific park are next door and also very popular with dog owners.
You could also try registering your dog as an ESA and it might overcome some of the breed/size restrictions at apartments.
Would recommend Silver Lake and Echo Park. 10 minute drive to DTLA

I like the Palazzo and have a large dog but I think they’ve raised the rent since I moved in. Koreatown seems popular but I don’t know any specific buildings there.
Lived at G12 and loved it, easy to walk the dog around there in a few parks
I don't want to live downtown, I'm just saying it so you have an idea of commutes.
Expensive? LA? Sorry, but that is the norm here. Also how big is your dog? A lot of places don't like dogs over 20 lbs

I've seen The Vue and the complex next to it at San Pedro. Nice quiet neighborhood. My colleague lives there with his family and showed me around some available units.

My building is also managed by Francis, and it's been a revolving door of managers. The building is in decent shape, but there have been some vermin issues.
I live in a property owned by adaptive realty - they have openings on their websites. As a property management company, they've been pretty decent. Apartment is in good shape and they always respond to maintenance requests
