Fairly easy to go independent, harder to scale. I’d try working for a smaller consultancy first to get the ropes of selling smaller scale work that you can deliver with a small team

Try your hand at being a contractor. Join a smaller consulting firm. You can then hire your own group of consultants and start a small firm.

I use to hire sub contractors a lot at my old company. Most are in smaller firms that do exactly what you describe.
Usually how you gain traction is partnering with a larger consulting company that needs your skillset for projects but doesn’t want to hire for it or working with a staffing agency that can place your consultants.
It’s high risk, holding a bench is very expensive and being a small firm, you can only have a handful of clients. The client can pull the plug at anytime with can leave you in limbo. You cannot pursue new work since you don’t have a deep bench.

I exited consulting once I could command a good rate of $130-150/hr
