“Progression” is a built-in concept only in professional services firms. Everywhere else you do a job. If you’re lucky, and good, you might get promoted one day. Or you can apply for new jobs, which might include promotions. Either way, there is no roadmap. You’re being hired to do a job. Not being hired for a “career”.

True to some extent. Within the context of a team however, you do have promotions that often come in two forms - the usual: a senior title/role, and second, grade promotion within the same ranks. The former often is tied to availability of a role/need for it which is less so in comparison to consulting

Slow pay and opportunity progression. Great company if you’re coming in at a level and position that excites you.
