Should I resign on the basic of breakup communication or wait for offer letter ?

On a new team, internal move. Have about 10 YOE but looks like this will be the first year I end nowhere near annual goal. A few things outside of my control as I'm coming into the territory and things falling through. Role is heavy on renewals/farming but also some hunting. Because the farming has been so bad as I settle into month 4, will have a huge climb. The number of reps/meetings to get there is not attainable. Do I grind it past year 1? I accepted an offer with a great company. I am happy with the position and there are good growth opportunities but I wasn't able to negotiate well and I accepted the offer as I was laid off and wanted to start a new role asap. I feel my salary is too low and with all the rising costs it will be hard to sustain. What should I do in this case and is there a way I can ask my company to increase my base salary.

Has anyone here been through the clearance process for TSC Full Scope Poly? I have had mine in process for quite some time now. The last status check I got was pending adjudication.
