Are a lot of strategy and change management projects in the fed arena closer to staff aug than consulting? Is it usual to be on projects for over a year and lose the external perspective?

I think this is normal in Fed.

D1 - I'm in customer & operations, similar to Deloittes S&O if my understanding is correct. I work with Federal civilian agencies. Some things I've worked on were workforce analysis studies that looked at managerial span of control and unsourced/outsource recommendations, large strategic transformations, time and motion studies, etc. Two of my engagements in the past two years have been re-dos of McKinsey work.

As anyone had a different experience? 3-9month projects tackling a discrete problem? Does it vary between departments and agencies?

Yeah, this is definitely the norm for fed work in my experience.
