UAE is probably the safest country in the world. Don’t know a lot about Oman but I imagine it’s pretty safe too.
Just be mindful of wearing overly revealing clothing unless you are at the beach or at a club. That said, sleeveless tops should not be a problem most places.
I travelled solo to both Dubai and Oman when I was 26 (I’m F). It is safe, beautiful and you should definitely go! As someone else already said, be mindful about overly revealing clothes and balance the heat with light fabrics (and light colors) that provide enough coverage.
Did schooling in Oman and visited Dubai often. Both very safe and nice places to chill. DM me for any questions
I was a 30something and Asian female in Dubai and I hated it. I got racial epithets yelled at me by angry Arab men at the souks if I declined to buy from them or even look at their cheap pashmina scarves. Be careful of your surroundings, especially if you're a minority.

Dubai has never particularly interested me and I’ve heard unless you’re there for serious shopping, 1-2 days is more than enough time.
Oman is very beautiful and safe, maybe the safest country in the the region. People are nice and welcoming as well. Enjoy!
Oman is incredibly safe.
100% Oman even had taxis for women only
