That's basically a part of the benefits package that companies are offering to the applicants. Some labor laws require for mandatory insurance to be issued in favor of the employees. What State are you located right now?

Depends on your benefits plan. Most providers that I’ve worked with require the employee to sign up within 30 days of hire - this is considered the new hire open enrollment. After that they wouldn’t be eligible for insurance until the yearly OE for the company, barring major life changes. If you have health insurance you need to offer it to all new employees from an equity standpoint if others have it as well…curious as to what kind of plans you have and why you wouldn’t want to offer it?
They only offer benefits once a year regardless of DOH. I'm not sure how legal this is. Trying to get some insight.

There is no legal requirement for an employer to offer insurance in the state of NY.
It depends on your location. Some companies are required to offer and issue insurance to new hires. If it's not mandatory, they need to secure the consent of the new hires.
