It is discussed multiple times.. 1) 36month as M role to qualify to AP, 2) Certain selling and manager revenue to touch, 3) qualitative feedback from clients and previous reviews. Once you fulfill this criteria then yes you get into election process.
For external hires, prior experience is considered. For a ZS promoted manager, the minimum tenure required is 36 months

First pass are credits and drawing a line above a certain threshold (all blinded) second pass is unblinded CSL/OMP/PAL or whatever the new names are for people who may not have the traditional crediting metrics.
