If you are giving feedback be constructive... there is no need to ‘go off’ as this is someone’s career. Are there legitimate development points that you can provide? How would you expect someone to behave when giving you feedback?
I echo a lot of the comments here, and I’ll also add that IMO a review is not the time to bring something up for the first time. Hopefully this is something that you’ve raised with the assistant directly, then escalated as appropriate. Generally there shouldn’t be surprises in a review.
Better to be honest, imo. The reviews will go to her manager, I’m guessing? Is there opportunity for you to be reassigned to a different assistant?
If you don’t provide constructive criticism, there’s a 0% chance she’ll improve or that your situation will improve.
Consider giving your constructive feedback in person, especially if the person really only supports you, and giving a more flowery written review to that person’s manager. That way you’re not imperiling the persons job and also getting the assistance you need (if you can help your assistant get there).

This is the correct answer. Deliver negative feedback privately.
I think it would be helpful to find a middle ground between being dishonest and “going off.” See if you can think of a specific action item or two that you’d like to see. E.g. timely responsiveness/turnaround time, competence/training with technology, etc. I suspect this will be more helpful and end up with concrete improvements than just expressing frustration

I wrote what I think first, then went back and revised to be more fair and constructive. I know I’m unfairly comparing her to others. She and I have only worked together for 7 months, and she’s had an exceptionally hard year (even more than the rest of us).
