Depends on the company and where you fall in the product manager hierarchy.
Some companies split up the role by speciality (e.g.; product marketing managers, journey owners, technical product managers). Some companies will expect their Product Managers to be generalist and have acumen across business, technology, and design.
In addition, depending on your level as a PM will dictate what you do. If you are an analyst or a product owner you’re probably leading an agile team and defining requirements for user stories and features. As you move up in the ranks you move away from tactically doing the work to defining the roadmap & setting the vision.
It’s not cookie cutter and will be dependent on your specific situation

In general, I agree that the product manager is responsible for the what and the why. In smaller companies, it’s not uncommon for the PM to be heavily involved in the decomp / grooming process, and/or also the SCRUM process. If you’re in a smaller org and the tech or engineering team asks you to help out, you probably should.
Depends on how functional your org is. PM sits in the center so we are hurt by everything anyone drops on the floor. If no one does it, PM is often expected to pick it up and that way lies madness.
