The social sector and the public sector are not the same. As the social sector is significantly smaller Than the public sector, this might be the explanation.
What McK said is applicable in general. Also, note that most of consultancies’ pro Bono work is in the social sector, which May also explain the low figures you’re referring to.
If the Numbers you’re referring to are true for PS, they do Seem low. However, the average federal project is not a strategy project, which could provide you with an explanation. Also, you could check if the Numbers are the same for local government.

You have to remember that a lot of people don’t necessarily want to do that work. You also should remember that some (most?) public sector work isn’t glitzy and sexy like you think of. Helping a government ministry save money on procurement of cleaning supplies and the like isn’t exactly the most “wow I’m doing God’s work right here” experience that most think about when they think of MBB public sector engagements.

That while it's a growth area, it can be very competitive to get on a project like one at the WHO. And even then, depending on the staffing model, some are on a pay cut to move.
Obviously rarer than the sum of all commercial projects, but comparable to trying to find any other specific industry case.
