Our agency is a mid-sized independent, and we tend to give everyone an annual increase. It’s not guaranteed, but NOT doing that is the exception.
I once had a boss make an all agency announcement saying "there will never be raises for cost of living. It's not my fault if you choose to live in an expensive apartment."

We do give cost of living raises at a 80 person independent agency. Not guaranteed but it is the default.
I work in a pharma agency. Annual merit increases are the norm unless there are major performance issues and I’ve seen very occasional market adjustments to salaries as well.
